SVSH Incidents Reported to the Title IX Office

The Title IX Office oversees UC Santa Cruz’s response to all reports of sexual misconduct made in connection with University-sponsored programs and activities involving members of the University community when the sexual misconduct impedes equal access to any education program or activity, or adversely impact the education or employment of a community member, regardless of where the conduct occurred; and/or that otherwise threatens the health and/or safety of a member of the campus community. Title IX of the Education Amendments of 1972 is a federal law that prohibits discrimination on the basis of sex in any federally funded education program or activity. Sexual harassment and assault, relationship violence, stalking, sexual exploitation and other prohibited conduct under the SVSH Policy  are defined as forms of sex discrimination.

The mission of the UC Santa Cruz Title IX Office is to support the University’s commitment to a working and learning environment free from sexual misconduct and discrimination. Whenever a campus community member is directly impacted by any form of sexual misconduct, sexual violence, gender-based discrimination, discrimination or harassment Title IX strives to meet the individual’s needs through outreach, intake, the facilitation of interim protective measures, a referral to campus and community off-campus resources, and, when appropriate, investigations. In cases where an individual does not pursue an investigation or where the Title IX Office does not deem an investigation appropriate, Title IX still remains connected to the affected parties in numerous ways.

Title IX promotes awareness of one’s rights and responsibilities in the campus community, including engaging in learned bystander intervention, and serves as a significant resource. Title IX stresses the need to treat each other with respect and dignity and to prevent harmful situations from occurring. All campus constituents play a vital role in the prevention of any form of sexual violence.

The 2021-2022 Title IX report presents student, staff, and faculty data, training, education and outreach for the period beginning July 1, 2021, through June 30, 2022.

Sexual Violence & Sexual Harassment (SVSH) Case Resolution

Highlighted are the outcomes of reports that the Title IX closed between July 1, 2021-2022.

When Title IX receives a report, we reach out to the impacted party to provide information about available resources and reporting options. The outreach includes an invitation to further discuss the incident, review rights and options, learn about related safety and supportive measures that may be available, and an opportunity to ask question. The goal of the initial meeting and the assessment of the potential complaint is to determine the level of seriousness of the incident and what immediate steps may be taken in order to facilitate the safety of the individual or the campus community. 

In many instances, Title IX may not hear back to this outreach and/or may not receive sufficient information in order to offer resolution options. In some instances, after an initial assessment, the office determines that the reported conduct is not prohibited under the SVSH Policy, and may refer to another office to respond, for example the Student Conduct Office, Employee and Labor Relations, and the Academic Personnel Office.

Generally if a complainant requests no investigation, we cannot proceed with an investigation but the complainant is eligible to receive safety and supportive measures to ensure meaningful participation in activities and programs at UC Santa Cruz.

Tailored Title IX Trainings and Workshops

An important part of Title IX’s role in overseeing SVSH policy compliance is to provide education and training programs required by UC policies or other, external laws or requirements. Additionally we provide training and workshops in response to incident reported to Title IX and upon request. Title IX will tailor training and workshop content for the specific audience and in some instances in relations to a reported incident.

During 2021-2022 the Title IX Office provided 46 trainings and workshops with over 6,400 total participants. Fifteen of the trainings included staff and/or faculty and 31 of the trainings included undergraduate and/or graduate students. Fifteen of the student trainings were tailored to their role as student employees in responding to SVSH reports.

Outreach and Awareness Efforts

In collaboration with the Coordinated Community Review Team and with the support of Title IX student interns, the Title IX Office engages in prevention efforts throughout the year. 

Highlights during 2021-2022 fiscal year. 

  • Title IX Intern Instagram Account. Follow us @ucscT9interns
  • Fall awareness campaign in collaboration with SHOP & CARE (INSERT VISUAL)
  • Created Zoom backgrounds to be used during Domestic Violence Awareness Month (DVAM) & Sexual Assault Awareness Month (SAAM)
  • Created a shared drive for Housing to provide and develop templates for housing professionals to utilize in response to concerns in residential housing. 

 

Engagement and Tabling

In order to facilitate engagement and awareness of the Title IX Office, Title IX staff and interns participated in 13 campus events and/or tabled during 2021-2022. Some of these events included:

Consultation

The Title IX Office is available for consultation, collaboration and referral on programs, policy or issues of concern. We can assist with questions about reporting, how to respond to disclosures, and support offices and people who have been impacted by an incident, allegation or investigation. Consultation can be conducted in person, over the phone or via Zoom.
